         Beschaffung, Anpassung, Installation und Unterhalt eines Informatiksystems, mit welchem die zentrale digitale Aktenverwaltung der Liechtensteinischen Landesverwaltung (LLV) bewältigt werden kann (Records Management). Damit ist die systematische Verwaltung aller Unterlagen in Form von Akten gemeint, welche für die Durchführung und die Nachvollziehbarkeit staatlichen Handelns notwendig sind. Die digitale Akte bildet somit den Grundstein für weitere Funktionsbereiche wie die Vorgangssteuerung (Workflow) und die Geschäftskontrolle, welche darauf aufbauen, jedoch nicht Bestandteil dieser Submission sind.

         Untenstehende Haupt-Lieferobjekte sind mit der vorliegenden Ausschreibung abzudecken. Die Abwicklung des Gesamtvorhabens folgt den Vorgaben von HERMES 5.1.

         — Aufbau und Inbetriebnahme einer zentralen digitalen Aktenverwaltung gemäß den in der Ausschreibung aufgeführten Anforderungen;

         — Massgebliche Unterstützung bei der Erarbeitung der technischen Umsetzungskonzeption für eine integrierte Lösung;

         — Unterstützung bei der Integration in die bestehende IT-Infrastruktur;

         — Unterstützung bei der Anbindung an die definierten zentralen Systeme (siehe auch Kapitel 2.1);

         — Unterstützung bei der Implementierung des (noch zu definierenden) Pilotamtes;

         — Allfällige Systemanpassungen aufgrund der Erfahrungen aus dem Pilotamt;

         — Betriebshandbuch, technische Dokumentation;

         — Instruktion und Schulung des technischen Betriebspersonals;

         — Abnahmetests;

         — Schulungskonzept und –unterlagen für die Instruktion und Schulung der fachverantwortlichen Anwender(Superuser);
